You did not install zlib-devel package.
Please install zlib-devel by yum or apt-get command.

Or, if you only compile anm_server, zlib-devel is unnecessary.
So, you can compile JunkBox_Lib without zlib-devel.

 # cd JunkBox_Lib
 # ./configure --disable-zlib
 # make clean
 # make
 # cd ../anm_server
 # make
