Do you install XoopenSim block?
If you donot install block, select Admin Menu -> Legacy System -> Block Installation.
And click a control icon of "Xoops OpenSim Link & Status"

If you do not like this block, you can make menus by a Menu Module (ex. multiMenu Module)

XoopenSim link URLs are :
World Map: XOOPS_URL/modules/xoopensim/?action=map
Regions List: XOOPS_URL/modules/xoopensim/?action=regions
Avatars List: XOOPS_URL/modules/xoopensim/?action=avatars
Create Avatar: XOOPS_URL/modules/xoopensim/?action=create

I use multiMenu 1.8 in this site for user and sub menu.
It is for Xoops2, but works in Xoops Cube, too.

After install module.. i do any more.. then.. this was the problem.
Now with your information i solve this issue.
I m newbie with xoops cube and im discovering now.
