Can you upload image file (ex. jpeg) with charge?
If charge is 0, Money Server is old.　
Please use http://www.nsl.tuis.ac.jp/DownLoad/SoftWare/OpenSim/opensim.currency-0.7.3.tar.gz
opensim.currency-0.7.3 is for OpenSim-0.7.3 and OpenSim-0.7.4

Or development version for OpenSim-0.7.5Dev is http://www.nsl.tuis.ac.jp/svn/opensim/opensim.currency/trunk of subversion.

When you use opensim.currency-0.7.3, it is a bug that charge is not displayed correctly.
This bug is related with bug that balance is not updated immediately.
I am researching this bug now
