Hello marsystsm,
When you use Rinions at local, animation relay server is not need.
There is little information. Please tell me more information.

Does Rinions tracking your skelton?
You need to upload PSI_Pose.bvh to SL, and need to copy it's UUID to Rinions.
You need to execute SingularityViewer-1.x.x-Rinions.exe
